pour proc\u00e9der \u00e0 l\u2019\u00e9valuation des offres re\u00e7ues dans le cadre de la proc\u00e9dure d\u2019appel \u00e0 la concurrence relative \u00e0 la conception, au d\u00e9veloppement et Il s\u2019agit de :<\/p><ul><li>Abshore ;<\/li><li>SMART ;<\/li><li>HADRATECH.<\/li><\/ul><p>Un proc\u00e8s-verbal d\u2019ouverture des plis a \u00e9t\u00e9 dress\u00e9 par la commission Ad hoc. Il a \u00e9t\u00e9 sign\u00e9 par l\u2019ensemble des personnes pr\u00e9sentes.<\/p><p>Les prix \u00e0 l\u2019ouverture sont :<\/p><ul><li>Abshore : un Million Huit Cent Soixante-dix-sept Mille Six Cent Seize virgule quatorze (1 877 616.14) MRU TTC ;<\/li><li>SMART : Deux Cent Cinquante-cinq Mille Deux Cent (255 200) MRU TTC ;<\/li><li>HADRATECH : un Million Six Cent Trente-sept Mille Huit Cent Soixante-dix Ouguiyas (1 637 870) MRU TTC.<\/li><\/ul><p>La commission a, par la suite, proc\u00e9d\u00e9 \u00e0 l\u2019examen d\u00e9taill\u00e9 des offres.<\/p><ol><li>Examen de la conformit\u00e9 des offres<\/li><\/ol><p>Il consiste en la v\u00e9rification de la conformit\u00e9 des \u00e9l\u00e9ments suivants :<\/p><ul><li>soumission compl\u00e9t\u00e9e et sign\u00e9e ;<\/li><li>d\u00e9lai de validit\u00e9 des offres ;<\/li><li>Qualification des soumissionnaires<\/li><\/ul><p>L\u2019\u00e9l\u00e9ment justifiant la capacit\u00e9 du soumissionnaire \u00e0 ex\u00e9cuter la commande est :<\/p><ul><li>Copies des attestations relatives \u00e0 l\u2019exp\u00e9rience dans le domaine ;<\/li><li>Le planning de livraison des fournitures tenant lieu de d\u00e9lai contractuel d\u2019ex\u00e9cution.<\/li><li>Conformit\u00e9 des fournitures : Elle consiste \u00e0 v\u00e9rifier que toutes les fournitures que le soumissionnaire se propose de livrer en ex\u00e9cution de la commande sont conformes aux sp\u00e9cifications du Devis Descriptif Quantitatif Estimatif (DDQE). Il s\u2019agit des \u00e9l\u00e9ments suivants :<\/li><\/ul><ul><li>Caract\u00e9ristiques Techniques des fournitures.<\/li><\/ul><p>A l\u2019issue de l\u2019examen des offres et vu l\u2019expertise technique, dont copie ci-jointe, \u00e9tablie par la Direction du Syst\u00e8me d\u2019Information de la CNAM, la commission ad hoc a pris acte du fait que les trois (03) soumissionnaires Abshore, SMART et HADRATECH ont pr\u00e9sent\u00e9 des offres techniques conformes aux sp\u00e9cifications demand\u00e9es. Ils sont donc admis \u00e0 la v\u00e9rification et \u00e0 la comparaison des offres financi\u00e8res.<\/p><p>Pour l\u2019examen des points 1, 2 et 3, voir tableau n\u00b01 en annexe.<\/p><ol><li>Evaluation de l\u2019offre financi\u00e8re :<\/li><\/ol><p>L\u2019\u00e9valuation de l\u2019offre est faite sur la base des crit\u00e8res suivants :<\/p><ol><li>v\u00e9rifier que l\u2019offre est compl\u00e8te, une offre ne pr\u00e9sentant pas tous les \u00e9l\u00e9ments sera jug\u00e9e non conforme ;<\/li><li>corriger toute erreur de calcul :<ul><li>lorsqu\u2019il y a une diff\u00e9rence entre les montants en chiffres et en lettres, le montant en lettres fera foi ;<\/li><li>lorsqu\u2019il y a une incoh\u00e9rence entre le prix unitaire et le prix total obtenu en multipliant le prix unitaire par la quantit\u00e9, le prix unitaire cit\u00e9 fera foi.<\/li><\/ul><\/li><\/ol><p>Ainsi, la commission a proc\u00e9d\u00e9 \u00e0 la v\u00e9rification des offres financi\u00e8res de trois soumissionnaires et n\u2019a constat\u00e9 aucune erreur.<\/p><p>Les r\u00e9sultats de cette \u00e9valuation financi\u00e8re sont contenus dans le tableau n\u00b02 en annexe.<\/p><p><strong>Conclusion<\/strong><\/p><p>Sur la base de ce qui pr\u00e9c\u00e8de la commission juge que l\u2019offre de SMART est conforme aux exigences du dossier. Son offre d\u2019un montant de <strong>Deux Cent Cinquante-cinq Mille Deux Cent (255 200) MRU TTC<\/strong> est la moins disante et propose ainsi de lui adjuger ce march\u00e9 avec un d\u00e9lai d\u2019ex\u00e9cution de 150 jours calendaires.<\/p><p>Le classement des offres financi\u00e8res est contenu dans le tableau n\u00b03.<\/p><p>Ce proc\u00e8s-verbal, qui sera approuv\u00e9 par Il s\u2019agit des \u00e9l\u00e9ments suivants :<\/li>\n<\/ul>\n<ul>\n \t<li>Caract\u00e9ristiques Techniques des fournitures.<\/li>\n<\/ul>\nA l\u2019issue de l\u2019examen des offres et vu l\u2019expertise technique, dont copie ci-jointe, \u00e9tablie par la Direction du Syst\u00e8me d\u2019Information de la CNAM, la commission ad hoc a pris acte du fait que les trois (03) soumissionnaires Abshore, SMART et HADRATECH ont pr\u00e9sent\u00e9 des offres techniques conformes aux sp\u00e9cifications demand\u00e9es. Ils sont donc admis \u00e0 la v\u00e9rification et \u00e0 la comparaison des offres financi\u00e8res.\n\nPour l\u2019examen des points 1, 2 et 3, voir tableau n\u00b01 en annexe.\n<ol>\n \t<li>Evaluation de l\u2019offre financi\u00e8re :<\/li>\n<\/ol>\nL\u2019\u00e9valuation de l\u2019offre est faite sur la base des crit\u00e8res suivants :\n<ol>\n \t<li>v\u00e9rifier que l\u2019offre est compl\u00e8te, une offre ne pr\u00e9sentant pas tous les \u00e9l\u00e9ments sera jug\u00e9e non conforme ;<\/li>\n \t<li>corriger toute erreur de calcul :\n<ul>\n \t<li>lorsqu\u2019il y a une diff\u00e9rence entre les montants en chiffres et en lettres, le montant en lettres fera foi ;<\/li>\n \t<li>lorsqu\u2019il y a une incoh\u00e9rence entre le prix unitaire et le prix total obtenu en multipliant le prix unitaire par la quantit\u00e9, le prix unitaire cit\u00e9 fera foi.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\nAinsi, la commission a proc\u00e9d\u00e9 \u00e0 la v\u00e9rification des offres financi\u00e8res de trois soumissionnaires et n\u2019a constat\u00e9 aucune erreur.\n\nLes r\u00e9sultats de cette \u00e9valuation financi\u00e8re sont contenus dans le tableau n\u00b02 en annexe.\n\n<strong>Conclusion<\/strong>\n\nSur la base de ce qui pr\u00e9c\u00e8de la commission juge que l\u2019offre de SMART est conforme aux exigences du dossier. Son offre d\u2019un montant de <strong>Deux Cent Cinquante-cinq Mille Deux Cent (255 200) MRU TTC<\/strong> est la moins disante et propose ainsi de lui adjuger ce march\u00e9 avec un d\u00e9lai d\u2019ex\u00e9cution de 150 jours calendaires.\n\nLe classement des offres financi\u00e8res est contenu dans le tableau n\u00b03.\n\nCe proc\u00e8s-verbal, qui sera approuv\u00e9 par
